Abstract: This study aims to analyze the characteristics of online public opinion in the age of intelligence, the challenges faced by local governments in technological governance of online public opinion, and strategies for addressing these challenges. This is crucial for maintaining national ideological security and regime stability, as well as promoting social harmony and stable development. Through empirical research methods such as field surveys, literature reviews, and case studies of public opinion, this study employs both inductive and deductive approaches. It analyzes the characteristics of online public opinion after the intervention of artificial intelligence technologies by focusing on the subjects, objects, and media of dissemination. Additionally, it examines the challenges faced by local governments in technological governance of online public opinion, considering the role of artificial intelligence technologies throughout the entire process of monitoring and early warning. In the intelligent era, online public opinion exhibits characteristics such as "dehumanization" of the subject, diversification of the objects of public opinion, and accelerated dissemination of public opinion through intelligent algorithms.
