智慧校园背景下的网络安全问题与对策

摘要： 在智慧校园的发展与建设过程中，如何应对网络安全新形势，保证校园健康可持续发展已经成为一个重要课题。通过分析智慧校园架构与网络安全新特征，研究智慧校园背景下面临的网络安全管理与技术风险，阐述智慧校园网络安全体系建设需求，提出适于智慧校园的网络安全规划、网络安全风险管控和网络安全体系建设对策，在保障网络安全的同时促进智慧校园建设稳健发展。

Research on network security problems and countermeasures under the background of wisdom campus

Abstract： In the process of the development and construction of wisdom campus, how to deal with the new situation of network security and ensure the sustainable development has become an important research subject. By analyzing the wisdom campus architecture and new characteristics of network security, studying the network security management and technical risk under the background of wisdom campus, this paper describes the demands of wisdom campus network security system construction, presents the countermeasure of network security planning, network security risk control and network security system construction，to ensure network security while promoting the steady development of smart campus construction.

0 引言
智慧校园将物联网、云计算、大数据、移动互联等新一代信息技术与教育信息化建设发展深入融合，推进校园建设在全面数字化的基础上向智慧化发展。近年来，随着计算机技术和通信技术的高速发展，智慧校园成为研究热点与焦点。然而，目前我国的智慧校园建设尚处于起步阶段，建设重点主要集中在应用场景构建和整体功能设计上，对新环境下的网络安全问题考虑不够充分。2017年6月1日《中华人民共和国网络安全法》正式实施，规定“建设、运营网络或者通过网络提供服务，应当依照法律、行政法规的规定和国家标准的强制性要求，采取技术措施和其他必要措施，保障网络安全、稳定运行，有效应对网络安全事件，防范网络违法犯罪活动，维护网络数据的完整性、保密性和可用性。”2018年国家发布了《智慧校园总体框架》，进一步明确了智慧校园的总体框架和关键要素，提出了智慧校园信息安全体系保障要求[1]。针对网络安全发展的新形势，分析当前智慧校园建设中存在的网络安全问题，从管理与技术角度全面制定切实可行的应对措施，已经成为目前教育信息化建设过程中不可回避的课题。
