德阳市“生态型智慧城市”建设探索及成果

摘要： 智慧城市是全球城市发展的新理念和新模式。当前，新型智慧城市已经成为贯彻落实新发展理念、培育数字经济市场、建设数字中国和智慧社会的综合载体。德阳积极响应国家关于网络强国、数字中国总体部署，加快推进数字德阳建设。针对国内外智慧城市发展情况及存在问题，德阳基于城市发展现状，创新提出“生态型智慧城市”建设模式，探索出一条推动新型智慧城市建设的新路径，并取得一定成果。

Exploration and achievements of ecological smart city construction in Deyang

Abstract： Smart city is a new concept and mode of global city development. At present, the new smart city has become an integrated carrier for the application of the new development philosophy, the cultivation of the digital economic market, and the construction of digital China and the smart society. Deyang has actively responded to the overall deployment of the national policies on Internet power and digital China as well as the acceleration of the digital economy. Based on the status quo of its development, for the progress that has been made and the problems that exist in smart cities at home and abroad, Deyang creatively put forward the construction mode of "ecological smart city", which is to explore a new path to promote the construction of the new smart city, and has achieved certain results.

引言
随着物联网、云计算、大数据、人工智能等新一轮信息技术变革，数据资源成为重要生产要素，建设新型智慧城市已经成为城市信息化的发展趋势。德阳高度重视智慧城市建设，将其作为推动城市改革、产业升级和综合竞争力提升的重要驱动力。在探索新型智慧城市建设的过程中，德阳坚持从自身实际出发，努力规避智慧城市建设“千城一面”问题，着力规划适合城市发展的生态型智慧城市发展体系，实现城市系统间信息资源共享和业务协同，提升城市运行管理和公共服务水平，推动德阳数字经济高质量发展。1国内外智慧城市建设发展态势(1)全球智慧城市发展情况。全球大多数国家都在积极通过信息通信技术促进经济增长与社会进步，智慧城市建设均具特色。美国将智慧城市建设上升到国家战略，在基础设施、智能电网等方面进行重点投资与建设；欧盟在2006—2010年完成第三阶段信息社会发展战略，并基于此基础开始智慧城市实践；日本发布超智能社会50政策，明确提出将日本打造为世界最适宜创新的国家；新加坡智慧城市建设注重服务公众；韩国作为全球第四大电子产品制造国，提出通过智慧城市建设培育新产业；英国利用数字技术、人工智能培育数字产业优势，在城市创新生态系统建设方面成效突出［1］。
