摘要： 数字乡村建设是乡村振兴的战略方向，更是数字中国落地的重要支撑。我国乡村发展具有特色的政治、经济、文化形态，也在全国一盘棋战略布局中承载着独特的发展使命。围绕扩大内需、加快要素流动、顺畅国内大循环的紧迫需求，推进数字乡村建设提档升级已迫在眉睫。数字城市在发展环境、核心技术、市场空间和监管保障等方面形成了良好的基础和优势，成为数字乡村发展的核心引领和重要保障。

Abstract： The construction of digital village is a strategic direction for rural revitalization, and more importantly, an important support for the landing of digital China. The development of China′s village has characteristic political, economic and cultural forms, and also carries a unique development mission in the national strategy. Around the urgent demand of expanding domestic demand, accelerating factor flow and smoothing the large domestic circulation, it is urgent to promote the upgrading of digital village construction. The digital city has formed a good foundation and advantages in the development environment, core technology, market space and supervision guarantee, which becomes the core leading and important guarantee for the development of digital village.

0 引言
党中央、国务院高度重视数字乡村建设。与世界其他国家相比，我国乡村发展有其独特的政治、经济、文化等方面形态，也在全国一盘棋战略布局中承载着独特的发展使命。数字乡村建设不能就乡村来谈乡村，其所需的网络、信息、技术和人才等要素依赖于城市的供给和支持，应遵循统筹发展、有机联动的原则，引导城市资源向乡村流动，辐射和带动乡村创业创新。
1 数字乡村建设迈向深度广度全面升级新时期
中央一号文件多次提及农业农村信息化建设相关内容，多项政策密集部署，各级、各部门深入开展各项工作，数字乡村建设迎来战略机遇期。
1.1 政策体系快速构建
党的十八大以来，党中央、国务院高度重视数字乡村建设，作出大力推进“互联网+”现代农业、发展数字农业农村等一系列重大部署安排。党的十九届五中全会明确提出，要强化以工补农、以城带乡，强化农业科技和装备支撑，建设智慧农业，推动农村一二三产业融合发展[1]，为数字技术全面服务乡村振兴指明了方向。近年来，各地区、各部门认真贯彻落实数字乡村建设要求，多地出台专项政策文件，大力推进数字技术在农业农村应用，政策体系更加完善，统筹协调、整体推进的工作格局初步形成。随着我国数字乡村战略逐步深化实施，城市数字化建设由省域、市域逐步向县域下沉渗透，数字乡村建设将承接更多政策、技术等红利，进入快速发展的新阶段。2018年以来数字乡村相关政策文件如表1所示。
